why demurrage falls hardest on dormant balances
demurrage is proportional, so the absolute cost scales with size. a dormant balance loses the same 2.00 percent whether it holds a thousand tokens or a hundred million. the large dormant holder therefore feeds the pool far more in absolute terms than the small one, while claiming nothing back if it stays still.
this inverts the usual advantage of size. a passive whale is the single largest contributor to the redistribution pool, and that pool is paid to the wallets that moved. concentration without activity is a slow transfer from the few who hold to the many who circulate.
the only defence available to a large holder is the same as for everyone else, which is to participate. there is no exemption for size and no admin to grant one.
